On January 1, 2015, Citizenship and Immigration Canada (CIC) launched a new electronic system called Express Entry to manage and process applications for permanent residence under 3 Federal economic immigration programs:
- The Federal Skilled Worker Program,
- The Federal Skilled Trades Program, and
- The Canadian Experience Class.
Many people find the Express Entry application instructions very confusing and complicated. Some are sceptical about their chances of success; and even compare the program to a lottery, which is based more on luck than on qualifications.
In my opinion, despite all the confusions about this program, I strongly believe that qualified applicants will succeed. Important Facts about the Express Entry:
- This is NOT a new immigration program; but it is a new method of processing immigration applications;
- ONLY 3 Federal immigrations programs will use the Express Entry system: the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class,
- These 3 programs were previously paper based, that’s application used to be submitted in hard copies to the Immigration Canada, CIC; now the applications are online-based, they are submitted electronically to CIC;

This includes 6 selection factors:
- Your proficiency in English and/or French,
- Education,
- Work experience,
- Age,

ELIGIBILITY CRITERIA:
Starting from January 1, 2015, applicants wishing to immigrate to Canada through any of the 3 above – noted programs must use the Express Entry Format.

- Achieve the required language scores in English or French;

Permanent Residence under the Canadian Experience Class (CEC) via the Express Entry Immigration Program
Application Steps:
Ensure that you satisfy all the under listed CEC Eligibility Criteria; then apply according to the Express Entry Requirements.
CEC Eligibility Criteria:
- You must have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada within the past 3 years before you apply,
- Have work experience in a NOC O, A, or B occupation (managerial, professional, skilled trade or technical occupation);
- Have gained your experience in Canada with the proper authorization,

Quebec Immigration
Permanent Residence under Quebec Immigration Programs
If you intend to reside in Quebec, it is possible through any of the following Programs:

How to Apply Permanent Resident Card (PR Card)
Who can apply
You are eligible for a Permanent Resident Card only if you have entered Canada through the immigration process and have been granted permanent resident status. If you become a Canadian citizen, you do not need a Permanent Resident Card.
You can apply for a Permanent Resident Card if:
- you are a permanent resident of Canada and
- you are not a Canadian citizen or a registered Indian under the Indian Act.
Important Information.
All permanent residents entering Canada must satisfy the border services officer that they have valid permanent resident status. A valid permanent resident card is the best proof of your status.
If you do not present your card when you return to Canada, you may be asked to show one of the following documents:
- a completed Confirmation of Permanent Residence form;
- the original Record of Landing (if it is dated 1973 or later);
- a passport stamped with the date you were granted permanent residence (if your Record of Landing is dated 1972 or earlier);
- a certified true copy of a Record of Landing document issued by CIC National Headquarters; or
- a letter issued by CIC National Headquarters attesting to your permanent resident status.
The border services officer may also need to confirm your permanent resident status by asking you questions and checking our information systems.
Every permanent resident seeking to return to Canada by commercial transportation needs a Permanent Resident card. However, children of permanent residents who were born in Canada are Canadian citizens and need a Canadian passport to travel, not a Permanent Resident Card.
* If you wish to return to Canada and don’t have a valid Permanent Resident Card, you will need to obtain a permanent resident travel document from a Canadian visa office abroad.
